AFRICA: Brig. Muhanga is too dense to plot against Museveni (UGANDA / RWANDA impasse)

BRIG. MUHANGA IS TOO DENSE TO PLOT AGAINST MUSEVENI

CHANGE OF GUARDS - This article is a response to a piece posted by a celebrated anonymous social media Museveni critic, Tom Voltaire Okwalinga (TVO) this morning. In his post, TVO reveals that Brig. Kayanja Muhanga had been engaged by Rwanda in a foiled plot to assassinate Museveni. Brig. Muhanga who is the elder brother of journalist Andrew Mwenda and parliamentarian Margret Muhanga is the Division Commander of Museveni's 2nd Division.

Museveni army's 2nd Division covers the western region and borderline with DRC, Rwanda and parts of Tanzania. Brig. Muhanga attended his Officer Cadet course at Jinja around 1988 in the same intake with the current army chief, Gen. David Muhoozi, Gen. Leo Kyanda and Rwanda's James Kabarebe among others. He had a short stint with military intelligence before assuming command positions. He is not such a distinguished military strategist but his rapid rise was facilitated by the political muscles of his siblings Andrew Mwenda and Margret Muhanga.

Brig. Muhanga lacks any kind of ideological commitment but only thrives on patronage. His pervasive love for food, women, clothing and money cannot let him take an independent stand to plot an assassination of Museveni. To him, Museveni is the Alfa and Omega. No serious anti-Museveni force would bother to approach or seek help from Brig. Kayanja.

Andrew Mwenda has distinguished himself as an opportunistic admirer and defender of both the Rwanda and Museveni leadership. In the past he has always portrayed himself as an impartial mediator between the two. However, given the magnitude of the ongoing impasse, he is caught up in the no man's land and the earlier he takes sides the better or else he will be swept by the impending tsunami.

Though in the event of a military confrontation, Brig. Muhanga's 2nd Division would ordinarily be the point unit, he is not so much abreast of what is going on. Issues of Rwanda have been exclusively a project of Museveni's SFC and CMI. The poorly equipped regular UPDF that Brig. Kayanja commands is a mere backup to the SFC. In the event of a fully blown military confrontation, the unclear and undefined command and control structure will be the major obstacle. This was the case during the Kisangani clashes where senior field commanders were required to take orders from Gen. Kazini's junior aide, then Lt. Nuwe Kyepaka.

Without disputing, the credibility of TVO's sources, it is most likely that some mischievous people may have attempted to concoct such a report to Museveni. Museveni, who very well rates Brig. Kayanja as HAMNA KITU (empty/hollow), must have ignored the report and that is Kayanja continues to hold that position. Otherwise, since the time of the former 2nd Division Commander, deceased Brig. Kankiriho's alleged conspiracy with Gen. Ssejusa to decimate Museveni, 2nd Division was distanced from Museveni's country home security.
