AFRICA: Of Rwanda's travel advisory and Uganda's trade routes advisory


OF RWANDA'S TRAVEL ADVISORY AND UGANDA'S TRADE ROUTES ADVISORY

CHANGE OF GUARDS - A travel warning , travel alert , or travel advisory is an official warning statement issued by a government agency to provide information about the relative safety of travelling to or visiting one or more specific foreign countries or destinations. The purpose is to enable travellers to make an informed decision about a particular travel destination, and to help travellers prepare adequately for what may be encountered on their trip. In most countries travel advisories are issued by a government agency responsible for foreign affairs. Travel advisories may relate to issues such as hostile weather , security matters/hostility, civil unrest or disease.

Last week Rwanda issued a travel advisory to its citizens intending to travel to Uganda. It warned them that they are prone to being harassed, arrested and detained, tortured and deported. The Uganda government vehemently denied holding any Rwandan against the law. Rwanda went ahead to provide a list of over 40 of its citizens who are allegedly held by the military in Uganda on top of about 800 who had been unfairly deported.

Parliament in Uganda put the executive to task to explain the souring relations between Rwanda and Uganda. Yesterday the executive came up with a statement on the floor of Parliament to the effect that government was planning to issue a travel advisory to Ugandans intending to travel to Rwanda. The statement was meant to hoodwink parliamentarians so that they cut their pressure on the executive.

This morning the Minister of trade issued guidelines on which entry points into Rwanda cargo trucks were to use. She advised on using Mirama Hill in Ntungamo and Cyanika in Kisoro. Last week Rwanda Revenue Authority had written to Uganda Revenue Authority about the temporary closure of the Katuna entry point owing to the ongoing construction of the highway. The Minister of trade also went ahead to advise that cargo trucks intending to exit Uganda for DRC should consider exiting via border posts shared between Uganda and DRC. The Minister's statement made it categorically clear that MOVEMENT OF UGANDANS TO AND FROM RWANDA REMAINS UNIMPEDED.

Where is the travel advisory by Uganda for its citizens intending to travel to Rwanda?? The Minister of Trade only issued an EXTERNAL TRADE ROUTE ADVISORY for cargo destined for Rwanda and DRC. Unfortunately and without shame the Uganda regime has opted to call it a TRAVEL ADVISORY.  The Minister of Trade simply assumed the role of guiding the flow of traffic across the Uganda/Rwanda border.
