SUDAN PROTESTS PUSH UGANDA'S OPPOSITION TO THE DRAWING BOARD
CHANGE OF GUARDS - Uganda's opposition political groupings have of recent been hit by grave differences in strategy on how to end military dictator Museveni's 33 years hold on power. The main opposition strong man, Dr. Besigye has repeatedly made it clear that he twice defeated Museveni at the polls but could not take power because the regime uses security forces to tamper with the electoral process. He has clearly argued that despite that he continued to participate in elections simply because it's the only opportunity to reach out to the masses unhindered. In this regard he has adopted the strategy of forming a parallel government with countrywide structures that he intends to use in ending Museveni's reign in 2019.
The rest of the opposition entities have rubbished Dr. Besigye's strategy and instead are focusing their efforts on the 2021 elections. They strongly believe that a united and well organized opposition force can defeat Museveni at the polls. They are accusing the biggest opposition party, the FDC and Dr. Besigye in particular of refusing to join the opposition coalition for the 2021 joint candidacy against Museveni. The plain truth is that they are aiming at tapping into the FDC and Dr. Besigye's strength and popularity.
As the public debate and bitter exchanges ragged between the two camps, recent political developments in Algeria and Sudan came in hand to deliver the verdict. The Ugandan public has aggressively come out to mock the opposition camp that is pushing for the 2021 agenda. In particular, Hon. Kyagulanyi's People Power and its 'Get Your National ID' strategy has come under immense attack. The public is asking if Algerians and Sudanese didn't have IDs!!! Consequently, it has forced him to come out and issue a haste statement.
In the statement, he recognizes the stand of Dr. Besigye on kicking Museveni out of power before the 2021 elections. He acknowledges that Museveni will rig the next elections and expresses doubt if at all elections will take place in 2021. He expressed his support and appreciation for the success of Algeria and Sudan protesters. He agrees with "comrades in arms" who believe that "action should be taken now." He acknowledges that a popular uprising can bring down Museveni before pleading for elections within 6 months in the event of such a revolution. He acknowledged the role played by a series of Dr. Besigye's past campaigns that have succeeded in "exposing Museveni and building momentum." He expressed his strong belief that Dr. Besigye twice won the elections against Museveni. Finally, he made a passionate appeal for a united front while expressing optimism that "we may succeed before the next elections."

UNDERSTANDING OUR 'GET YOUR NATIONAL ID' CAMPAIGN IN THE CONTEXT OF THE SUDAN AND ALGERIA UPRISINGS.
Dear friends,
Indeed, there are some comrades who have suggested that we should forget about 2021 and kick Museveni out of power before the end of 2019- Algeria or Sudan style.
These are legitimate voices and we completely respect the viewpoints.............there is one constant- all of us acknowledge that it is time for Museveni to go, like all the other despots before him. To me, agreeing on this fundamental point is very important.............Those who have cast doubt that an election will take place at all in 2021 also have a point...........We are therefore mindful of all these factors- even as we call on you all to register as voters.
WHAT THEN IS OUR STRATEGY?........In this regard, we are encouraged by the people of Algeria who in the past weeks forced a dictator to resign; and the people of Sudan who through peaceful protests forced a powerful despot to give way..........We are encouraged by their example that it is possible for the most powerful of despots to come tumbling down in the face of People Power. On this point, we are in agreement with our comrades in the struggle who believe that action should be taken now...........If Museveni fell today, what would be the next step?....... to demand for free and fair elections within six months............. how would we participate in those elections within six months if the citizens did not register to vote?.................I am sure that President Museveni, (seeing what has happened to his counterparts who were even stronger, more manipulative and wiser than him), is aware of the catastrophe that awaits him if he does not restrain himself. Dictators do not fall the same way.........some fall through popular uprisings before elections (Algeria, Sudan, Burkina Fasso).......
We have many times focused on taking Museveni out before the election period. Several campaigns have been made in this regard.........they have only been successful in exposing Museveni and building momentum for his imminent fall. However, for one reason or another, we have not yet succeeded in the major objective...........When we have not succeeded, we then go for elections..........Iam persuaded beyond doubt that comrade Dr. Kizza Besigye has won at least two elections in the past and was rigged. But I also know that the win was not as decisive as it ought to be............
Adding to what we have been doing, we shall intensify our efforts- working with all forces of change. If we succeed before the next election like Algeria or Sudan have, the better for our country......................We can overwhelm Museveni in an election organized by his own Electoral Commission. Should Museveni manipulate the laws and try to stop or extend the elections........ we shall awaken the people of Uganda to do the needful. We are making this case to all comrades in the struggle.

The Museveni regime was enjoying the opposition 2021 election agenda as a relief from FDC/Dr. Besigye's 2019 mass action. It is now worried that the recent events in Sudan are 'inciting' Ugandans to take that route. We are yet to see how the other opposition forces will swallow their pride and revert to Dr. Besigye's "Action Now" strategy. This development reminds me of scenario during Museveni's Bush War when intellectuals including now Col. Mushega rejected the idea of vacating a camp in the face of an imminent attack from government troops. The so-called non educated Commanders evacuated but soon after the defiant intellectuals followed them in shame.
On the other hand, the events in Algeria and Sudan have strengthened the case for the Action 2019 camp.
