MUSEVENI IS IN THE PROCESS OF MANUFACTURING A DAESH TERRORIST GROUP
CHANG OF GUARDS - As usual, whenever Museveni is faced with a potential threat on his hold on power, he creates an impression of an impending terror threat. Currently, he is faced with a threat from neighbouring Rwanda and potential mass protests. He is faced with the only eastern Congo based armed dissident group, the ADF. He has made futile attempts to link them to Rwanda. The bungled up 'kidnap' of an American tourist early this month was also in this regard. Interestingly, on April 20, 2019 the Principal Information Officer in the Ministry of ICT and National Guidance, Mr. Kyetume Kasanga wrote an opinion in the government owned The New Vision;

Museveni also fears that Ugandans may choose to take the Sudan route of mass protests. In his estimates, a hoax terror threat will provide him with grounds of curtailing and clamping down on the freedom of assembly and general dissent. That way he will be able to blackmail the international community and the west in particular. His current scheme is being publicized by his regime online propaganda mouthpiece, Chimpreports. It is the only media house that is highlighting the birth of Islamic State (IS) in Uganda.
So far, Chimpreports has consistently ran a series of articles in that respect;
On April 19, 2019 it reported that;
"Ugandan forces have been put on a war footing with the Allied Democratic Forces (ADF) rebels who are fighting heavy battles with Congolese and United Nations troops in the volatile North Kivu, Eastern Congo...........Intense fighting between ADF and FARDC led to the death of two soldiers on Tuesday before escalating on Thursday night with Uganda Red Cross Society (URCS), warning of a massive “refugee influx” in Uganda."
On April 20, 2019 it reported the killing of a Doctor;
"Doctor Valery Mouzoko Kiboung was an epidemiologist deployed by WHO in response to the outbreak of the deadly Ebola virus disease that began last August, in the eastern North Kivu area of DRC, which is home to dozens of armed groups. The unknown militants attacked foreigners, accusing them of introducing Ebola to DRC. Earlier on Tuesday, the Islamic State, also known as Daesh, claimed responsibility for a deadly attack in Bovata, DRC, in which two Congolese soldiers were killed."
On April 20, 2019 it reported that;
"The Islamic State (IS), also known as Daesh, claimed responsibility for a deadly attack in Bovata, Eastern Democratic Republic of Congo (DRC) in which two Congolese soldiers were killed. Using its propaganda agency, Amaq, IS said it conducted the attack on a DRC armed forces’ military base in Bovota, about 30 kilometres from the Ugandan border. This is the first time the terrorist organisation, which has been defeated in most parts of Syria, Iraq and Libya, is taking credit for an attack in Central Africa.
The development raises fears IS, which was a hard nut to crack in the Middle East, could be spreading its tentacles in many parts of Africa where it can exploit the poverty and destitution among unemployed youth to recruit fighters.
IS used its digital media platforms to also declare a “Central Africa Province of the Caliphate” after the attack in DRC. Bovata, is located 13 kilometers away from the south-western part Kamango, Beni, a stronghold of Allied Democratic Forces also known as MTM. The same group is said to have been operating a mosque in Kampala before kidnapping and killing Susan Magaraa."
On April 22, 2019 it reported about a security alert on suspected ISIS terrorists entry into Uganda.
"Security agencies have issued an alert to citizens over suspected terrorists operating in the region. In an alert issued by the Internal Security Organisation(ISO) three people suspected to be members of Islamic State of Iraq and the Levant(ISIS) operating in the region could enter the country with an aim of carrying out attacks.
“The under listed persons are suspected to be terrorists operating in the Region and could enter Uganda to carry out attacks. Anyone with information about them should report to ISO, Police or any other security agency,” reads in part a warning by ISO released over the weekend. The security agency has been able to display photos of three suspected terrorists but were able to identify only one Rashidi Abdul Tawab, an Afghan national."
On April 22, 2019 it reported the influx of refugees;
"Hundreds of civilians have fled Bovata town in Beni, North Kivu after the terrorist movement, Islamic State (IS) claimed responsibility for a deadly attack in which two Congolese soldiers were killed this past Tuesday. Officials told ChimpReports on Easter Monday that residents of Bovata, Kanyimbe and Kamango started fleeing on Friday night towards the Ugandan border. IS is said to be working with local terror group Allied Democratic Forces (ADF) which has since changed its name to TMT. Women and men carrying their belongings can be seen walking long distances to Uganda.
Uganda Red Cross Society said it was expecting a huge influx of refugees from Eastern DRC in the wake of the IS attack."
As if to contradict itself, it went ahead to reveal that;
"According to a report released by Congo Research Group at the Center on International Cooperation at New York University, attackers spoke a variety of languages – mostly Swahili, but also Kinyarwanda and Lingala, languages not usually spoken by the ADF during operations. While UN experts have reported the alleged presence of Pakistani and Moroccan nationals in ADF camps (in 2009 and 2010), and of Arabic speaking men (in 2013), repeated UN expert reports on the Congo since then – as well as their partner UN panels on Somalia and Al-Qaeda – have highlighted that they have found no evidence of any collaboration with other Islamist groups."
In 2010 an alleged terror attack in Kampala left 76 Ugandans dead and scores injured. The Somalia based Al-Shabab was blamed for the attack. However, it is likely that Uganda has never been targeted by and may not be a target of any international terrorist group.
