UGANDA: On the murder of Ssebulime and Ssemogerere by police and ISO respectively

UGANDANS ON THE MURDER OF SSEBULIME AND SSEMOGERERE BY POLICE AND ISO RESPECTIVELY

CHANGE OF GUARDS - On March 24, 2019 Ronald Ssebulime set off to pay a visit to his children at a birding school. Riding a sports motorcycle, he followed the same road that was used by Museveni's cabinet Minister. The Minister suspected Ssebulime to be trailing her for assassination and reported to a nearby police station. The police pursued Ssebulime, arrested him, but later shot him dead while he was already IN handcuffs. Initially, the police as usual claimed that Ssebulime was an assassin whose colleague had escaped with the gun.

Public pressure from all corners of the community of Ugandans has forced the police to confess that Ssebulime was an innocent man who was murdered by its officers. The police did not only apologize but claimed to have arrested its officers over the same murder. Though as usual the murder case will not be conclusively exhausted, at leaSt Ssebulime's spirits are at peace with Ugandans.

Not every victim of Museveni's security goons' madness has been as lucky as Ssebulime. Around mid last month a Police Constable, Isma Ssemwogerere, was tortured to death by ISO agents at their offices in Kawempe Division, Kampala. Ssemwogerere was accused of threatening violence by his partner at Kalerwe Police Station. He was arrested and questioned before being released on police bond. But on seeing Ssemwogerere free, the woman returned to the Police Station where she claimed her husband occasionally possessed an illegal gun.

This information was picked up by the office of the District Internal Security Officer (ISO), Kawempe who swung into action by arresting and subjecting him to torture at its divisional offices in Kawempe. When he became unconscious, the operatives then attempted to dump him at Kawempe Police Division but the police rejected and they took him to Mulago Referral Hospital where it was established that Ssemwogerere had already passed on. ISO operatives later recorded a statement at Mulago Police Station claiming Ssemwogerere was a victim of mob justice.

Police claimed that they are investigating the murder of their own by ISO operatives. There is nothing much the police can do because ISO has usurped the police mandate of overtly fighting alleged surge of crime in the country. It arrests, detains in illegal torture chambers, tortures and kills. ISO's arbitrary actions are in pursuance of Museveni's agenda of spreading terror amongst the masses.

Because the police has proven to be an enemy of the people, unfortunately Ugandans are not bothered by the cold blooded murder of Constable Ssemogerere by ISO. For majority Ugandans, that is one enemy gone.
