ACTIVITIES
Please, find here below an analysis of the situation in the opposition camp.
1. DR. BESIGYE'S PEOPLE'S
GOVERNMENT CAMPAIGN
Dr. Besigye and company have intensified their campaign for the so-called People's Government. Throughout the period under discussion they were on only concentrated at regional and district level but dominated radio and TV talk shows. Efforts to infiltrate their structures (refer to our earlier brief dated 30/03/2019) well. However, there is no headway so far in establishing the existence of any external (Rwanda) linkage. Dr. Besigye's continued shunning of opportunistic calls by opposition entities for the creation of an opposition coalition is inviting a barrage of hostilities against him and the FDC.
2. THE SCRAMBLE FOR DP
Both the ANT and People Power who had banked on tapping into DP's nationwide support, were hit hard last week when the DP President, Nobert Mao declared his intention to be the flag bearer for the 2021 general elections. Mao's abrupt declaration was motivated by two considerations; countering a sinister scheme to Bugandanize the DP and to counter Dr. Besigye's People's Government campaign. It is in the same regard that a DP Bloc MOU with briefcase opposition parties ceremony was convened early this week. The hidden agenda of the occasion was to lure People Power's Hon. Kyagulanyi and ANT's Gen. Muntu but more so it was a show of strength to the defiant FDC and Dr. Besigye's People's Government in particular. All the different opposition entities rightly believe that unless Dr. Besigye leaves the opposition stage or throws his weight behind any of them or a joint candidate, they can't make headway.
3. SECTARIAN RADICALISM
There is a developing radical sectarian agenda based on regionalism being led by Dr. Abed Bwanika. Their hidden agenda is based on the argument that the next President of Uganda should not come from western region but Buganda. Though they are visibly targeting Dr. Besigye, their agenda silently extends to the top leadership of NRM and Gen. Muntu.
4. OPPOSITION COALITION IS MISSION IMPOSSIBLE
Basing on his past disappointing experience with Amama Mbabazi under the TDA, DP's Norbert Mao cannot cede leadership to any other candidate. He expects to convince People Power's Hon. Kyagulanyi and his youth constituency and ANT's Gen. Muntu and his anticipated FDC and NRM defectors to rally behind him. On the other hand, People Power's Hon. Kyagulanyi feels he has the capacity to rally the majority youth and Dr. Bwanika's Baganda block vote to stand on his own. He expects to convince Gen. Muntu and Mao to rally behind him. On his part, Gen. Muntu feels that he will be able to convince the DP and People Power to rally behind him.
CONCLUSION
Save for Dr. Besigye/FDC's galvanization of the People's Government, there is no serious threat from the opposition entities. However, if the so-called People's Government is left to take root more especially at local levels, it may prove difficult to dismantle.
RECOMMENDATIONS
It is recommended that State House (the Presidency) and the NRM Secretariat intensity their mobilization efforts in order to dissuade the People's Government structures. RDCs and DISOs and other security agencies should intensity their covert monitoring of Dr. Besigye's mobilisation and possible external (Rwanda) links. The growing radical sectarian agenda should be condemned at the highest level.
