WHAT IF COL. ONGIA WAS FROM KIRUHURA?????
CHANGE OF GUARDS - There has always been a public debate over nepotism and sectarianism in Museveni's army recruitment, specialised training, promotion, deployment and retirement. Ugandans have always questioned the criteria used in having the army's top cream being dominated by personnel from one region and in particular Nyabushozi and Kazo in Kiruhura, Rubaare in Ntungamo and Kebisooni in Rukungiri.
The Museveni Army's leadership has always come out to claim that the seemingly imbalance is owing to historical reasons. On the contrary, even the distribution of strategic positions in key government agencies like State House, URA, UNRA, NDA, NIRA, and many others is following the same trend.
Interestingly, 33 years down the road the trend has not changed. Take the example of the the current defacto Police Chief, Gen. Sabiiti Muzeyi who joined the army in 1998 and is now not only a General but the head of the national police!!! His late father, Nathan Mwene Muzeyi had been one of Museveni's Nyabushozi dominated Bush War commanders who died a few years after the NRA captured power.
Ugandans have not given up on interrogating the rampant nepotism in the security and public service sectors. Here below, they have used social media to highlight the fate of Col. Ongia's high level of training, exposure and dedicated service that is being deliberately suffocated and abused. He is currently coordinating the distribution of seeds to farmers in Amolatar District under Museveni's Operation Wealth Creation (OWC).
Col Dr. Francis Ongia (PhD) Joined NRA in 1987 and worked for DMI as a field Staff. He trained in Counter Intelligence and was appointed Head of Counter Intelligence 5th Division Lira in 1990.
In 1992 he went for Cadet Training at the Royal Military Academy Sandhurst. Col Ongia graduated in 1993 and he was Commissioned to 2nd Lieutenant. In the Same year, he did Mountain training in Cyprus and also Combat life Saving with 1st Special Forces from California.
In 1998, he went to Tanzania Military Academy Munduli for Company Commander's Course. He then went to Karen Kenya for Defence Resource Mgt training. In 2005, he went to Junior Staff College, Jinja.
In 2006 to 2007, he went to Armed Forces Command and Staff College Jaji in Nigeria for Senior Course, Nasser Higher Military Academy in Egypt for Strategic Training (2008) and George Marshall Center in Germany for Security Stability and Rehabilitation Training.
In 2009, he went to Netherlands Defence College for Security Orientation Training. With Psc from Nigeria, NCHE he was permitted to do a Masters degree in Human Resources and he Completed a 7 years PhD course in Management Science.
He Worked as Head of Counter Intelligence in 5th Division, Instructor at School of Infantry Jinja, head of Bills and also an Auditor at Chieftaincy of Finance UPDF Hqs Mbuya, head of Accounts Military Police, head of Accounts Jinja Zone, division Finance Officer Mbarara, Administrative Officer ASTU Moroto, administrative Officer 409 Bde, Director of Personnel UPDF, Director Administration UPDF, Director Exgratia, Coordinator NIS Kololo.
He is currently the Amolatar District Coordinator OWC.

There are many more 'Ongias' in Museveni's NRA and other security agencies. Maj. Opolot Otaget is a Lawyer from Makerere University who studied on the army budget. He is also distributing seeds under OWC in Palisa District. OWC was created by Museveni for basically three reasons; to destroy agriculture as a livelihood, to use it as a conduit for swindling public resources and to contain army officers he does not want to be in active military service but at the same time does not want to retire them for fear that they will join the opposition.
Therefore, if Col. Francis Ongia had been from Kiruhura, he would not be distributing seeds but deployed in a much better top command or administrative position in the army.
