WHO BENEFITS FROM THE KIDNAP OF AN AMERICAN TOURIST IN UGANDA??
"When we were fighting in Luweero, in order to draw the attention of the West, which had neglected our cause, I sent Jet Mwebaze to Masuliita-Kiroro road and told him to kidnap a Red Cross European worker. He kidnapped a French doctor who was working for the International Committee of the Red Cross. He brought him to me where I was in Ngoma, nearly 100 miles from Kampala".

The Museveni regime is reporting that an American tourist, Kimberly Sue Endesott, 35 together with her Ugandan driver, Jean Paul Milinge were on Tuesday, April 4, 2019 kidnapped by armed gunmen in the Queen Elizabeth National Park near the border with DRC. Accordingly to the report, the victims were travelling with Wild Frontiers Safari Uganda. The kidnappers are allegedly demanding for a ransom of US $ 500,000.
The said tour company runs a chain of camping and accommodated safaris. Its list of Camps and Lodges consist of: Buhoma Lodge in Bwindi Impenetrable Forest, Ishasha Wilderness Camp in Queen Elizabeth National Park, and Baker’s Lodge in Murchison Falls National Park, as well as a Platinum Camping; a “luxury” mobile camp that is set up on demand in wilderness areas.
The Museveni regime has for long been faced by the eastern Congo based armed rebel group, the ADF. His past repeated military expeditions into the eastern DRC did not succeeded in eliminating the ADF. The UN peace keeping force, MONUSCO is In-charge of monitoring the activities of such armed groups in eastern DRC. Museveni has repeatedly expressed his dissatisfaction over what he describes as UN's ineffectiveness to deal with such groups.
His latest such verbal attack was in January 2019 during a televised speech in Kampala.
"We are not candidates of UN for security. We defeated Joseph Kony and other rebels who tried to challenge us. Look across Africa, in countries like Congo, people are dying like flies,” he said adding that “UN is there supervising chaos and conserving terrorism.”
The ADF is the only active armed group opposed to the Museveni regime. It has no history of kidnappings let alone foreign tourists. Even Joseph Kony's LRA in its 20 years armed insurgency did not indulge in kidnapping foreign tourists. It is Museveni's NRA that kidnapped French aid workers in 1983 during his bush war. In 1999, foreign tourists were killed in an armed attack on Bwindi National Park and it was attributed to Rwandan dissidents based in DRC.
The capital Kampala has been grappling with mysterious murders and assassinations of prominent citizens. Though all the incidents remain unresolved, the Museveni regime has always immediately pointed a finger at the ADF. Already, even in the instant incident, efforts by the security apparatus' rescue efforts is focusing on the possibility of the kidnappers ferrying their victims to eastern DRC hence the ADF is the suspect. Two months ago, a 2131 strong paramilitary, LDF was passed out in Kasese to boost the security with DRC.
There has been efforts by the Museveni regime to link Rwanda to the ADF insurgents in its ongoing diplomatic clashes. Around early March 2019, the Museveni regime arbitrarily deported
Annie Milenge Tabura, a Rwandan national who was working as the General Manager for Sales and Distribution at MTN. She was accused of aiding subversive activities. Without divulging details of the said subversive activities, Police said the deportation of Annie “has enabled us disrupt their intended plans of compromising our national security”. Coincidentally, the said kidnapped driver of the tour company is Jean Paul Milenge. Going by the shared name of MILENGE, there is a high possibility he is also Munyarwanda.
It remains to be seen if the incident will "draw the attention of the west" which has been "conserving terrorism" in the eastern DRC. Why would the ADF invite international pressure and condemnation on itself!! Where political expediency is at stake, forget about the collateral damage to the tourism industry. Otherwise, investigators in the current kidnap incident should be able to resolve the issue of why did the 'kidnappers' had to take the local driver, Jean Paul Milenge too!!
