WHAT INFORMATION DID THE KILLERS WANT TO EXTRACT FROM NAGIRINYA????
CHANGE OF GUARDS - The 28 years old Maria Nagirinya daughter of a top Museveni regime cadre, Francis Lubowa of Makindye Division. Married to a Dubai based Munyarwanda, Edgar Sasira Gateni, Nagirinya was a top executive of a local NGO (CIDI) that was engaged in water and sanitation. At 11:00 p.m on August 28, 2019, Maria Nagirinya was kidnapped by unknown people from outside the gate of her rented home in the suburb of Kampala. She was driven off in her own car together with her driver, Kitayimbwa but only for both to be found murdered four days later.
Immediately after the kidnap, Nagirinya's family rushed to the police but the police response was as usual reportedly very slow and characterised by tossing the complainants up and down. Police authorities have confirmed this bizarre experience by reprimanding a number of its officers. However, initial police reports indicated that their CCTV cameras captured the victim's vehicle as it drove towards Jinja Road. Kinawataka, where the car is reported to have disappeared from the CCTV focus, is in and around the CMI headquarters at Mbuya. Its proximity is not different from Bugolobi where CMI picked a Rwandan national who was recently arrested from before being accused of loitering around CMI premisses. Why was the police reluctant to make a swift follow-up of the car???
There was neither a request for ransom nor theft of any personal effects from the families and victims respectively. The fate of the victims' IT gadgets like cellphone, laptop etc, if any was taken would help determined the motive. However, even if these gadgets were left behind, the two days were enough for the assailants to have extracted the desired information.
On the second day, the same car was found abandoned in Natete - the same area that houses the coordination centre of the CCTV cameras. How courageous and confident were the assailants after having successfully got out of CCTV coverage zone would dare to bring back the car and dump it in Nateete which is a CCTV hub!!!!! Can the police CCTV footages show the same car being driven back to Nateete?? On the contrary, it is most likely that that car never left Rubaga Division and that the earlier statement by police was false.
On the fourth day, the dead bodies of the two victims were found dumped in Mukono district. With the tight security measures in Kampala, Wakiso and Mukono, who can dare to drive dead bodies and dump them in Mukono. The bodies are reported to have been found with signs of brutal torture. With skulls smashed, limbs broken and eyes plucked out, it's obvious that the victims were subjected to torture. In the absence of a request for ransom, such form of torture is usually associated with interrogation in order to extract some information. That has always been the case with victims of state inspired torture and in particular the most recent case involving the Mayor of Kamwenge (pictured) at the hands of Museveni's security agencies.
On the other hand, the gruesome murder would fall under crimes of passion if it can be established that the so called Driver was Maria's boyfriend for which her husband becomes the suspect. This would partially explain as to why the so called Driver was subjected to the same gruesome murder.
Nagirinya is said to have left her office immediately after a training session at 2:00 p.m even without having lunch. Let the CCTV cameras trace the movement of her car between 2:00 p.m and 11:00 p.m when she showed up at her gate. This scenario would still point to the husband having hired some other people who were so courageous and confident in the execution of the task. Such mercenaries can only be people well versed with dynamics of security operations. Investigations will have to establish why a young couple who have not had a kid would choose to leave apart - Kampala and Dubai.
The incident comes at a time the Museveni regime is not only accusing some NGOs of being conduits of foreign cash to destabilize the country but is also rounding up Banyarwanda accused of spying for Rwanda. Just last week, another Munyarwanda city tycoon, Sam Buchanan (Buchanayandi) was arrested by CMI over a gold deal gone bad but was instead charged before the army court with illegal possession of a firearm. Thereafter, his Hima wife, Mwijukye who is connected to State House was yelling that some Mafia wanted to kill her. Obviously, if the Buchanan case has links to Rwanda, then his Hima wife is viewed as treacherous. Moreover, Mwijukye is a daughter of NRA's second Bush War Army Chief, Commander Sam Magara who before he met his death had plotted to overthrow Museveni from leadership.
Another scenario would require investigations to look at a possibility of power struggles and financial benefits at Nagirinya's work place. However, this scenario would have spared her driver and if it was for purposes of erasing evidence, at least he would have just been killed without subjecting him to gruesome torture. Unfortunately, since the previous incident of kidnap, murder and burning of the body of the Case Clinic Accountant was not positively resolved, no such motive can be deduced.
Whatever the case, the killers intended to extract information from Nagirinya and his driver and that is why they held them for such a long time. As to what sort of information, I leave that to those who are paid to carry out criminal investigations. Overall, this is another "isolated incident" that has helped the army officers who were seconded to police some months ago to assume their offices.
