UGANDA: HAJJI NADULI ON BUGANDA'S KINYAMATAMA, RWAKOOJO, KINYWAMACHUNDA, MBWATEKAMWA

In his systematic scheme to destroy Buganda Kingdom, Museveni started with removal of Kampala from the Map of Buganda Kingdom before renaming Buganda region as Central Region. Before independence, Buganda Kingdom was comprised of 20 counties and these are:
Kyadondo, Busiro, Butambala, Gomba, Busujju, Mawokota, Buddu, Kooki, Kabula, Mawogola, Buwekula, Ssingo, Bulemezi, Buruli, Bugerere, Kyagwe, Ssese, Buvuma, Buyaga and Bugangazi.

After independence, Buyaga and Bugangaizi were returned to Bunyoro - setting the stage for the 1966 Buganda Crisis. By the time we took power in 1986, Buganda was comprised of seven districts namely:
1. KAMPALA (Kyadondo and parts of Busiro counties)
2. MUKONO (Bugerere, Kyagwe and Buvuma counties)
3. MPIGI (Butambala, Gomba, Mawokota and parts of Busiro counties)
4. LUWERO (Bulemezi and Buruli counties)
5. MUBENDE (Buwekula, Busujju and Singo countiey)
6. MASAKA (Buddu, Kalangala and Mawogola counties)  
7. RAKAI (Kooki and Kabula counties)

Since then, Museveni has been further splitting the above original seven districts to the now 24 districts of Buikwe, Bukomansimbi, Butambala, Buvuma, Gomba, Kalangala, kalungu, Kampala, Kayunga, kiboga, Kyankwanzi, Luwero, Lwengo, Lyantonde, Masaka, Mityana, Mpigi, Mubende, Mukono, Nakasongola, Nakaseke, Rakai, Sembabule and Wakiso.  

As if that was not enough, he has gone ahead to further split these 24 districts of Buganda into over 70 constituencies. The creation of these districts and constituencies follows an ethnic pattern that favours his so-called pastoralist communities dubbed the Balalo. With deliberate economic dis-empowerment of Buganda's traditional agricultural economy through destruction of the cooperative movement and land grabbing, non Baganda immigrants have flocked to Buganda. The Baganda owned ranches in Bukenezi in Ssingo and Mawongola; the growers unions in East Mengo, Buddu and Singo; the industries and construction companies have all gone. Save Kampala district which is by its cosmopolitan nature has all the ethnic communities of Uganda, immigrants from Ankole have exclusively flocked into Buganda's rural territory and the Cattle Corridor in particular. Consequently, unlike in other regions of the country, in Buganda 20-30% of the elective positions are held by non Baganda.  

Interestingly, of all the 50+ tribes of Uganda, it is only the Banyankole who seek elective positions in Buganda and they exclusively do so on Museveni's NRM ticket. On the contrary, no single Muganda has sought an elective position outside Buganda and Ankole, in particular. Going by the recent NRM primaries, here below are the Banyankole who are either the incumbents or new entrants in elective positions in Buganda:

The above list is just a tip of the iceberg.  It is worth with the lower local government positions and more especially the Sub-County level (LC III).   In 1996 legislators from Buganda region founded the Buganda Caucus comprised of legislators from the constituencies of the 18 counties of Buganda Kingdom.  The mandate of this caucus is for members to speak with a United voice on Buganda Kingdom issues regardless of political afiliation.  However, Museveni who saw the caucus as a threat to his designs embarked on undermining it.  In this regard and the four forner Chairmen ended up in his cabinet - Tim Lwanga, Alfred Mubanda, Rose Namayanja and Geoffrey Kiwanda.  Another setback is the fact that 25-30% of the legislators from Buganda we're non Baganda and had no obligation to promote Buganda's interests.  Around July 2016, Museveni moved to split the Buganda Caucus chaired by Muyanga Senyonga by forming the NRM Buganda Caucus.  In March 2019, the scheme succeeded and Sam Kuteesa was elected the Patron of the new caucus chaired by James Kakooza.   To boost it's strength, new constituencies have been created and in some instances non Baganda  aspirants facilitated for an easy win.

Hajji Nadduli is re-echoing the lamentations of other Baganda including the Kingdom.  However, they are not being fair to themselves because they ought to have seen this right from Museveni's Bush War days.  Ekijja Omanyi kinyaga Bitono (an expected attack grabs less).  During Museveni's Bush War, Buganda was partitioned into fighting zones and axises that were given new names.  In 1981 Museveni formed tje following initial military formations of his NRA:

1.  A Coy (company) - based in Kalasa under Kashaka Steven
2.  B Coy - based in Kalagala under Mugume Joram 
3.   C Coy - based in Masulita under Kuteesa Pecos
4.  Black Bomber - urban terrorism unit based in Namugongo/Matugga under Kyaligonza

In 1984 he formed six batallions as zonal forces:
1.  Kabalega
2.  Nkuruma 
3.  Mondlane 
4.  Lutta  
5.  Abdul Nasser 
6.  Mwanga
They were allotted spheres of control spread out in respective areas of Matugga, Makulibita, Kapeeka, Kiwanguzi, Masulita, Kikandwa Kafu, Kyankwanzi, Bukomero, Lukoola, Ngoma, Kiwoko, Kakiri and others.  They were assigned Zonal Commanders who included Kuteesa, Magara, Kashilingi, Kyaligonza, Tumwine, Mugume, Kashaka, Muhqngi, Mugisha, Rubereza, Akandwanaho,  Mwine, Rwigyema and others.  

During the 1985/86 final push for the capture of power, he split Busiro and Kyadondo into axises that were assigned specific army units:
1.  The operational headquarters from Lwengo to Nabbingo.
2.  Kinoni - Mpigi Road was assigned 5th Battalion under Kashaka and Kashilingi
3.  Kampala - Masaka Road was assigned 1st Battalion under Kuteesa and Mugisha
4.  Hoima Road was assigned 11th Battalion under Mwine Eria
5.  Bombo Road was assigned 13th Battalion under Koreta
6.  Mityana Road was assigned 7th Battalion under Kyaligonza and Muhangi

At the final hour, Lumumba's 3rd Bn swept through the Lubiri palacet to the city center.  Kutesa's 1st Bn reinforced 3rd Bn to capture Bulange (Kingdom's parliament) where Museveni moved his command post from Nabbingo.  Koreta's 13th Bn swept through kawempe along Bombo Road.  Kashiling's 5th Bn which had crossed from Masaka Road through Kasanje to block Entebbe Road was reinforced by part of 3rd Bn around Kisubi.  Kyaligonza and Muhangi's 7th Bn seept from Busega through Nateete and Ndeeba to take Makindye.  Mwine's 11th Bn swept through Nakulabye  and Makerere to take Summit View in Kololo.  Museveni moved his command post from Bulange to the Lubiri (King's palace) from where he declared himself president before being sworn in.  The capture of Buganda that had started from Buwekula ((Kabamba) through Singo, Bulemezi, Buddy and other counties save for Ssese and Buvuma islands was climaxed at the Kibuga in Kyadondo.    

On January 26, 1986 the Baganda came out in big numbers to celebrate the take over which was "not a mere change of guards but a fundamental change".  Now Hajji Nadduli and group are questioning why "people from other regions coming here to represent us in Parliment" yet in 1981 - 86 they didn't questions why the NRA commanders from Ankole region were in charge of different zones and axises in Buganda!!!   Where we're the Baganda commanders? Why question Patricia Magara's bid to represent Katikamu South where his father Sam Magala had been the Zonal Commander during the Bush War!!!

  1. The annoying thing is that u are not a muganda yourself!
    Tribalism has no place in the development curve and those u call foreign to Buganda have roots in Buganda as far back as 1930s. Those are 90yrs.
    I also refer u to our National Constitution regarding the definition of a citizen of any region in Uganda.
