UGANDA: WHEN THE URA COMMISSIONER GENERAL PINNED MUSEVENI ON NEPOTISM (photos)

For over three decades now, Museveni has practised nepotism and sectarianism to strengthen his hold on power. Of recent, criticism for the vice has been renewed prompting him to make a response;

"Here in the presidency, I am quite comfortable without many Banyankole, or, indeed any Munyankole around. I am quite comfortable without any big Munyankole in the vicinity. Do not tell us about those cheap things of tribes and religious sectarianism."

In the same missive he argued that appointments to public offices is done by an independent Public Service Commission. Five months earlier in March 20129 he had handpicked his relative John Musinguzi Rujooki for the powerful position of Commissioner General of the Uganda Revenue Authority (URA) to replace Doris Akol whom he had arbitrarily sacked. He did not even make a secondment subject to approval by and independent body but directed that the "appointment takes immediate effect." Since his assumption of office, John Musinguzi has been doing further clean- ups that have seen more 'home boys' take up strategic positions in the country's tax body. This has always been the trend in almost all the strategic sectors of the state. 

Twenty years ago, John Musinguzi who had been handpicked by Museveni to head the powerful URA's law rnforcement unit, the Special Revenue Protection Service (SPRS) also run Museveni's dirty political errands. In January 2006 he was one of the fake witnesses in a concocted rape case against the opposition leader Dr. Besigye. He had been the brain behind the identification of the alleged victim of rape, Joanita Kyakuwa. He arranged for her meeting with Museveni before she was confined within State House for the next 5 years. During the trial, John Musinguzi (JM) was cross-examined by the defense lawyer David Mpanga (DM) and here-below we reproduce relevant excerpts;

DM: At 27 you were heading a Department of Audid and Finance?
MJ: Yes

DM: To whom were you answerable?
JM: Head of the Unit 

DM: Who was that?
JM: The current Inspector General of Police, Maj. Gen. Kale Kayihura.

DM: In your reporting line, did you have to report to the President?
JM: Yes.

DM: Did you know the President before?
JM: Yes.

DM: Prior to working with SPRS, were you known to the President personally or your family?
JM: Yes.

DM: Was he inow to your family?
JM: He must be knowing the family because we come from the sane county.

DM: If it was not for politics, why did you think going to the President instead of Police?
JM: She felt secure with her secrets only to the President.

No wonder, the rape case against Dr. Besigye was dismissed where the trial Justice borrowing some words of LORD BROUGHAM's speech in defence of QUEEN CAROLINE some 300 years ago. 
"The evidence before this court is inadequate even to prove a debt-impotent to deprive of a civil right - ridiculous for convicting of the pettiest offence scandalous if brought forward to support a charge of any grave character monstrous if to ruin the honour of a man who offered him as a candidate for the highest office of this country."

Therefore, the above testimony of John Musinguzi Rujoki pertaining to his family links with Museveni confirms the qualification for his recent appointment to the leadership of the country's strategic revenue collecting agency.
