The emergence of the COVID-19 pandemic provided an opportunity to Uganda's military dictator to stifle opposition political activities. He decreed a ban on all political processions and public/mass rallies which is still in force. He had earlier asserted that the early 2021 general elections would not take place owing to the surge in the COVID-19 situation in the country. He said that it would be "madness" to go ahead with elections in such a situation. Later, he opportunistically changed his mind and amidst the surge in the so-called COVID-19 situation, he decreed the issuing of an election road-map for what he deceived as a scientific election campaign.
Through his Electoral Commission, he has now decreed that candidates at all levels will hold small public rallies of not more than seventy people at a venue approved by the Returning Officer upon satisfaction of compliance with COVID-19 SOPs. The move is designed to stifle the efforts of his opponents in reaching out to the masses. By implication, in the case of a presidential candidate, the decree prohibits him from addressing any of the ordinary voters. The typical rally will have about six security guards attached to every candidate by the EC; twenty members of the entourage and their drivers; about 5 local campaign managers who are the hosts; three COVID-19 SOPs compliance officers from the office of the local Returning Officer; five medical scouts to offer first aid and ambulance services, a fifty man joint army and police anti-riot personnel deployed to ensure campaign security and about five hired event organisers. This brings the total number of people offering essential services at a presidential campaign venue close to 100 without the target ordinary voters.
Unlike the ordinary presidential candidates, the incumbent, Museveni has allowed himself to continue enjoying the privileges ordinarily attached to the presidency. His campaign rally will require a 50 man team of Advance Security detail who secure the venue at least three days in advance; a five man team from his protocol department; 20 Event Organisers; host local party officials; 200 area army and police personnel; 20 State House Handlers; 10 close bodyguards; 30 inner ring bodyguards and 40 outer bodyguards. This brings the total to about 500 essential people at his campaign rally excluding the target ordinary voter.
Therefore, the decree on the maximum of 70 people at a campaign rally is redundant and practically impossible. It was designed to stifle the opposition while Museveni will have unrestricted access to the voters. There you are with another episode of the Museveni drama!!!
