UGANDA: Meet Museveni's men and women from Ankole and Kigezi occupying very juicy offices in public service

Right from the inception of his struggle to gain the presidency of Uganda, Museveni used sectarian means focused on dislodging the northerners from domination of government and the security services.  That way, he built a sectarian Bantu army whose leadership has ever since been dominated by the Banyankole. 

After coming into power, he embarked on destroying the traditional government structures by creating parallel agencies and units in order to bypass the traditional Public Service Commissions.  On top of setting their own organisational and salary structures, they also have their much more favourable terms and conditions of Service different from those of the traditional Public Service.   That way, they create room for him to appoint his people into top positions of these bodies.  Once he appoints the Board of Directors and the top executives, they in turn ensure that they fix their tribesmen into respective lower positions thus creating jobs for his 'preferred people.'

The above list is just a random pick from the internet and represents less that 20% of the total workforce supplied by the two regions to these gobernment entities.  There is no doubt, none of them went through the Public Service Commission in order to access those positions.  The public servants mentioned by Museveni refer to teachers, Nurses, police (not recruited by the Commission though they serve under it terms and conditions) and a few others.  After realizing that his people in thsese statutory bodies had 'secured their future' by way of siphoned enough, he sometime back hinted on a merger and disbanding of some of them but owing to pressure from the beneficiaries he had to chickened out.  The list does not mention the situation in the two regions' strongholds of State House, the Army, Police, President's Office and other Security agencies.  In the same regard, it's not by coincidence that the two regions also dominate the non state entities like civil society organizations, NGOs and private sector enterprises.  For those Ugandans who have always been wondering why during festive seasons the roads to South Western Uganda face unprecedented traffic jam of people leaving the city in expensive cars, you now know.  For those who have been wondering why the same region dominated security forces aggressive defend the Museveni regime, you also now know.  And those who have been generalizing western Uganda (Masindi to Kisoro) as dominating the Museveni regime, you now know the Banyampi (scapegoats).  Since in Museveni's Uganda it's not a crime to practice sectarianism but treasonous to expose the same, I please guilty.
