UGANDA: WHY MUSEVENI BLOCKED GEN. TUMUKUNDE FROM CAMPAIGNING NEAR THE RWANDA BORDER

The Army and Police blocked Presidential Candidate Gen. Henry Tumukunde from proceedings to Kisoro District for campaigns. He was blocked 16 kms to Kisoro town just adjacent to the strategic military base at Kanaaba Hill. Obviously, the decision for a local military and police Commander to block a presidential candidate is made at very higher levels and with the approval of Museveni.   

The former spy chief and security Minister was in March this year violently arrested and incarcerated for months over treasonous charges.  While on a local TV Talk Show, he had said that ".......if I was Rwanda, I would wish to support people who want to cause change in Uganda."

Museveni's agents of persecution, interpreted the statement to have been encouraging Rwanda to invade Uganda hence the treasonous charges.  

After months of incarceration, in May he was released on bail and among the conditions was depositing his passport in court. His earlier bail application had been denied after he failed to fulfil the ridiculous and outrageous condition of presenting army officers above his rank as sureties. Obviously, Museveni knew that no army officer could dare associate with Gen. Tumukunde and no wonder that conditionality was lifted and he was bailed out by civilian sureties.  

Gen. Tumukunde's presidential bid and alleged treasonous charges come at a time when Museveni is having a serious diplomatic fallout with Rwanda. Dissident Rwandan politicians and army officers have found sanctuary in Museveni's Uganda. They find their way into Uganda through the various porous border points. Given its proximity to Rwanda, and in particular, the borderline which is almost within the precincts of the municipality, Museveni feared that Gen. Tumukunde could easily sneak into Rwanda from Kisoro town, more especially if he was to spend the night in Kisoro.
