WHY IT'S NOT TOO LATE FOR MUSEVENI TO 'FINISH' THE OPPOSITION IN UGANDA

They are threats on all opposition and all native Ugandans. They are threats on all our children.

Uganda's military dictator has once again been nominated by his Electoral Commission (EC) to vie for the presidency in the early 2021 general elections. The colourful national ceremony was fully attended by the entire government structure - executive, Legislature and Judiciary.  His Vice President, Prime Minister, Speaker, Chief Justice, Chief of Defence Forces, Inspector General of Police, Commissioner if Prisons and all the others government officials.  Immediately after nomination, he vowed to crush some of his fellow contestant whom he accused of working with foreigners to cause chaos.  The said entire ceremony looked like he was being declared the winner of the 2021 general elections.  For those who missed today's nomination ceremony, you just need to be patient till January next year when it will be replayed.  In the February 2016 general elections, he was allotted 5,971,872 votes (60.62%) while his main challenger Dr. Besigye was allotted 3,508,687 (35.61%).  The other contenstant combined were allotted less than 2% of the votes.  His NRM party was allotted an overwhelming majority in a 426 seat parliament while the opposition was allotted 67 seats. Immediately after being declared winner of the general elections, he vowed that by 2021 political opposition would be no more.  

With his so-called COVID-19 scientific electoral process (restricted freedom of movement and assembly), the level of rigging by way of violence, voter bribery, ballot stuffing and intimidation this time round will be the most unprecedented.  With the donor community and the West in genral preoccupied with COVID-19 pandemic, he has  a leeway to act the way he likes; moreover, this time the EU is not sending Election Observers. The role of his security forces in securing his victory will be more pronounced than ever before.  Already through public statements by some of his top Army Generals including his son, a redline has been drawn.  His RDCs who head his District Security Committee and the District Task Force are under obligation to use their positions to stifle dissent and deliver Museveni's victory. Already, the Mbarara District Chairman and RDC, Capt. Tumisiime and Lt. Cool. Mwesigye recently issued a warning to public and civil servants to come out and mobilise support for Museveni and his NRM or else they risk loosing their offices.  The RDC chairs the District COVID-19 Task Force which the Electoral Commission has delegated the powers to regulate election campaigns.  Some senior army officers will be assigned to specific zones to coordinate the violent rigging machinery.

In the circumstances, Museveni and his NRM have a golden opportunity to deal a heavy blow to the opposition.  His security forces will overshadow the EC in managing the electoral process.  He will this time round  'liberate' all the so-called opposition strongholds including the hostile Kampala city while most, if not all vocal opposition MPs and the so-called independents will be rigged out in their respective constituencies.  Even his own NRM contenders whose loyalty is doubtable but sailed through the primaries will not survive the final onslaught.  He will erase the 'hostile' FDC from being the main opposition entity but will instead endeavour to have a moderate main opposition.  Opposition Polling Agents will be bought out while others will be intimidated and blocked from accessing the polling venues.  At the end of the polls, he will be allotted a landslide win above 80% for himself while at the same time securing a 90% majority in Parliament. The first runner-up in the presidential election will not be allotted more than two million votes.  Some key opposition players will be arrested and sent into incarceration over concocted treasonous allegations.  

For the usual doubting Thomases about his February  2016 assertion (destruction of politcal opposition by 2921),  just watch the space.  He will endeavour to prove that NRM is a mass party  the same way he did during his party primaries.  With his campaign slogan "Securing the Future" that fell short of adding "for Gen. Muhoozi's presidency, all is set for his son to inherit the presidency.  The other f'uture' is about a Uganda under a defacto one party political dispensation where the sexurity forces will be in control of all aspects of the social, economic and political endeavors of citizen - under the guise of keeping peace and security.. From the aforegoing, it can be argued that it would have been more beneficial to Ugandans if the EC had simply declared him winner during the nomination ceremony.
