UGANDA: WHY MUSEVENI WILL NAME THE LEADERS OF THE 'INSURRECTION' ON THE EVENING OF JANUARY 14, 2021

An insurrection is a violent uprising against an authority.  It is an act or instance of resistance against civil authority or an established government.  

During the November 18 - 19 ptotests, the Uganda military dictator's security machinery shot dead 54 innocent civilians while hundreds sustained fatal bullet wounds.  Since then the regime has repeatedly come out to boast of how it had decisively dealt with the protests within two days.  In particular Museveni has repeatedly claimed that the protests were the work of the opposition entities and their 'foreign backers.' By classifying the recent protests are an insurrection, Museveni is declaring that the country is at war.  By appointing Gen. Paul Lokech who is reputed for delivering a decisive blow to the  Al-Shabab insurrection in Mogadishu, as the Deputy Police Chief, fits well into Museveni's narrative of an insurrection in the country and the central region in particular.  Given the fact that Gen. Lokech lacks the capacity of even managing a small police post, his appointment has nothing to do with civil policing.  That is why he has assumed office without the prerequisite constitutional requirement of approval of the Parliamentary Appointments Committee.  

Gen. Lokech has come to take command of the counter insurgency/insurrection operations.  He has come to excute what Gen. Sabiiti Muzeyi failed to accomplish.  The opposition and residents of Kampala should embrace for tougher times ahead.  Candidate Bobi Wine is claiming that he has support of some top army officers;

     "Mr. Museveni is scared of us because some top army officers are on our side.  That is the reason he has frantically mede reshuffles in the army and police because he does not trust any of the officers he had put in those positions."

Ironically, it is the same army that is curtailing his rights and freedom, shooting and arbtrarily detaining his supporters.  It is the same army Museveni is commending for having decisively defeated the so-called insurrection.  However, the leaders of the said insurrection will be made public on the evening of January 14, 2021 when Museveni will round them up and place them under detention.   Immediately after close of the polls, Candidates Bobi Wine, Patrick Amuriat and Gen. Henry Tumukunde together with Dr. Besigye and a few others will be incercerated.  Gen. Paul Lokech will be at hand to help SFC's Gen. Muhoozi in the enforcement of the defacto state of emergency in the central region.
