Following the COVID-19 outbreaks early last year, Uganda's power hungry military dictator saw a God sent opportunity for him to deliver deal a blow against political dissent. Formulation of his so-called SOPs and their enforcement was driven by the urge to curtail freedom of assembly and movement coupled by undermining the social and economic survival of the majority Ugandans. He also used the opportunity to deplete the Treasury. He publicly declared that "it would be madness to hold elections amidst the pandemic." In his estimation, he had initially hoped that the pandemic would help postpone his much feared general elections. However, after realizing that such a manoeuvre would attract dire constitutional hurdles, he turned around and ordered the electoral process to go ahead.
The COVID-19 pandemic became more of a security than a health issue. His so-called COVID-19 SOPs became his major weapon in being declared by his Electoral Commission as the winner of the January 14 polls.Observance of the said COVID-19 SOPs would apply only to the opposition. The brutal manner and selective enforcement of these SOPs by the security agencies was well designed to favour him. More lives were lost through shootings by security agencies than those who died of COVID-19. Thousands were maimed by bullets and other forms of brutality by hi security agencies. The social and economic impact of his arbitrary politically motivated COVID-19 SOPs will last for decades to come.
His Ministry of Health was at hand to issue concocted figures and imposition of stricter measures to suit the pertaining situation. In some instances, stricter measures would be imposed on specific geographical areas that are opposition strongholds. A close look at the COVID-19 statistics here-below confirms this argument.

From the above statistics, it can be noted that the so-called rate of infections and deaths was in tandem with political activities in the country. At the height of the election campaign and the corresponding draconian SOPs meant to supplement the curtailing of freedom of assembly of the opposition, in November and December the figures skyrocketed. During the three days of polling and declaration of results (January 13 - 16), when the security forces had taken over everything in every corner of the country, the figures fell drastically. Immediately after declaration of the results on January 16 and the incarceration of Bobi Wine, the figures had to rise in anticipation of mass protests. Now that, Bobi Wine has been released, no street protests and the opposition has opted to go to court coupled by partial re-opening of schools, the figures have fallen drastically. Museveni is very much aware of this development but is, as usual, just duping Ugandans. The figures will rise again towards the time the Supreme Court will be about to determine the Bobi Wine election petition and thereafter.
