According to the Museveni regime, the so-called November 16 'Twin bombing' in Kampala city was carried out by 'the usual' Ugandan Baganda Muslims of the alleged Congo ADF rebel group. The explosions took place at two different places in the city centre almost at the same time, 10:00 a.m. The regime has released CCTV footages showing a man on foot approaching a police checkpoint before an explosion takes place and two men riding on one motorcycle before another explosion takes place at another spot about 600 metres away. According to the police, the said three men blew themselves up in the two explosions. However according to Museveni, those who blew themselves up are two and not three as claimed by police. Both the police and Museveni claim that thirty minutes later, at 10:30 a.m the security forces disabled (shot and injured) another potential suicide bomber in one of the city suburbs. They went further to claim that his shooting followed a long pursuit which implies that it (pursuit) could have started much earlier than the two explosions had gone off. That after disabling him, he was led to his home where explosives and a suicide jacket were recovered. According to both Museveni and the Police, the disabled man provided very "good information" before his death whose circumstances have not been made clear. According to the police, this was the fourth suicide bomber but for Museveni, this was the third.
Within the next 12 hours, the investigations into the incident had been concluded. Museveni issued a statement detailing how the "three" had belonged to the ADF rebel group, that they had been part of the group that attacked Gen. Katumba a few months ago and provided all their names including aliases. The tone of his statement was of such a jovially victorious mood that he even forgot to express sympathy for the victims (three dead and 36 injured). He boasted of having summarily executed seven 'terrorists' (Baganda Muslims) so far. Museveni went further to put the figure of those he claims to have blown themselves up in explosions to three so far, including the previous one of the explosion in the bus but according to the police, they are so far four. The police claimed that it had all along been tracking these suspects and Museveni concurred;
"The two of today (those who allegedly blew up themselves) were, therefore running away from being arrested. We had been hunting for them since the Katumba incident."
If they were all along being tracked, where did they get the time to prepare and effect their deadly mission? If the so-called foiled third or fourth terrorist had also been a suicide bomber, what was his target and when was he to effect his mission? Being a suicide bomber who was heading to his target/objective, why couldn't he blow himself up at the time he was being pursued? If he had no explosives at the time he was being pursued, what had he come to do in the city centre without explosives yet the regime tells us that if foiled the third attack!!! Moreover, Television footages of the burning black car in one of the incidents showed occasional bullet explosive sounds and its windscreen has bullet marks. How come it's only that car that caught fire? In the footages, no motorcycle that had allegedly been used by the two suicide bombers is seen!! These and more inconsistencies are casting doubt on the narrative being pushed by the regime. Both Museveni and the Police have conspicuously gone silent over the alleged 4th bomb that was purportedly diffused on camera at transformer on Kooki Plaza.
Much as Ugandans, including the so-called ADF rebels, are fed up with the Museveni regime, none can dare to voluntarily offer himself to be blown up in a suicide bombing. Save for the Uganda Martyrs of the late 19th Century, no typical Ugandan and in particular an ethnic Muganda can consciously engage in a suicide bombing. By nature, they prefer to live longer and see the benefits of their sweat. Assuming that now Ugandans have become more desperately courageous such that they can carry out suicide bombing, why would they go for softer targets or carry out attacks that cause minimal damage? A suicide bomber can ram into any target/objective including motorcades of top regime officials. This factor coupled by the above mentioned inconsistencies has prompted the Minister of Security to claim a likelihood of the said suicide bomber having been "innocent civilians who could have been used by terrorists to unknowingly carry parcels containing explosives before their managers would detonate them once the innocent couriers had accessed the objective/target."
While there could be some merit in the Minister's assertion, the fact is that such a remote manager could be any entity that stands to benefit from the effects of those actions. Like had been the case in the past, the West and USA's Joe Biden, in particular, should give a call to Museveni and express solidarity in pursuing these terrorists. Otherwise, the worst is yet to come.
