UGANDA: Museveni cannot fail to call his younger brother Gen. Salim Saleh on demolitions, land grabbing


MUSEVENI CANT FAIL TO CALL GEN. SALEH

Yesterday (October 16, 2018), Uganda's military dictator, Museveni rushed to Kyadondo East constituency to cool down angry locals whose over 350 homes were destroyed and hundreds left homeless when tycoon Bosco Kiconco with the help of military officers mercilessly evicted them. The evicted locals pinned soldiers from his young brother Gen. Salim Saleh’s Operation Wealth Creation (OWC) for leading the evictions. The president later asked them for evidence to show that it was indeed Salim Saleh who was evicting them. When the locals unanimously insisted that it was Gen. Saleh who had evicted them, Museveni pretended to ring him but only to claim that Saleh's phone was unreachable.

Facts:
1. Before rushing to the scene, Museveni had been fully briefed about the mood of the victims and the full identities of the culprits. That is why he so much avoided talking about the culprits.
He rushed to the scene out of fear that the incident could trigger a bigger violent protest more especially owing to its proximity to the capital city centre and since it was in the hostile constituency of the enemy M.P Bobi Wine of the People Power. Museveni also wanted to personally look at the physical appearance of the victims and if he had found them to be majority Banyarwanda, his response would have been different.

2. He didn't fail to call Gen. Saleh because he had no intention of calling him but was simply hoodwinking the angry locals. Gen. Saleh is one of the eight people that Museveni accesses 24/7; the others being his son Gen. Muhoozi, the Deputy IGP, the CDF, the commander of SFC, the chief of ISO, the CMI, Gen. Tumwine. Their mode of communication is mobile phones, satellite phones, and army radio. Even if Gen. Saleh is in a meeting or church, Museveni can still access him within one minute. The easiest and most secure way is to send him a notification through the army radio which also allows a one to one communication commonly referred to as Voice Conversation. Moreover, the members of the Inner Security Circle have a more special arrangement of communication using the wider army radio network whereby even the radio operators don't understand the coded messages that they pass on. It is called KIBALI and it's only the members who breakdown the codes to get the messages.

3. The locals reported to him that there were about 400 armed security personnel deployed to evict them and he pretended not to have known that. According to a long standing operational procedure, no one can mobilize or move a force of that size or any military war material without the approval of Museveni personally. He was very much aware of the presence and size of the force in the vicinity. Otherwise, do you imagine a situation where Museveni visits a place without his advance team first combing it and establishing the strength and mission of other friendly forces around!!!
