UGANDA: Who is Brig. Patrick Mwesigye of Museveniàs Patriotism Clubs



WHO IS BRIG. PATRICK MWESIGYE OF MUSEVENI'S PATRIOTISM CLUBS

CHANGE OF GUARDS - The Commissioner for Patriotism in the Office of the President, Brig Patrick Mwesigye said Tuesday that schools which do not implement the directive by President Museveni on introducing Patriotism Clubs will have their licences revoked. He was speaking at an event in Bukoli town, Bugiri district where a total of 3,800 students who have been undergoing training on Patriotism were passed out.

Brig Mwesigye while speaking to the press on the sidelines of the event said;
"H.E the President actually, if I’m to use his words, said that such adamant owners of schools and head teachers can cause the revocation of certificates of those institutions, if we really have to be serious”.
“So, those who will remain adamant, if we go to them and they say they don not want, we will think about the message of the President,” he told reporters.

Since coming to power in 1986 28, Museveni has been struggling to indoctrinate Ugandans through his manipulative political education designs like Mchakamchaka and other cadre development programs. Realising that despite those efforts the political manipulation was not taking root, he opted to introduce mandatory patriotism drills to the youths. In 2009 he directed the introduction of patriotism in schools as a way of expanding his ideological indoctrination."

Brig. Patrick Mwesigye is from Bushenyi and joined the NRA after it had taken over power. He is a brother to Dr. Arthur Mugisha the former Executive Director of Uganda Wildlife Authority. He started his military career with the pioneer Presidential Protection Unit (PPU) where he served as its Political Commissar. Around the early 1990s, he was accused of subversion and given one hour to pack his personal belongings and leave the PPU. Since he had earlier served with Aronda who had been the Intelligence Officer of the PPU before he became the defacto Director of Military Intelligence (DMI), Aronda took Mwesigye up as the Political Commissar of DMI at Basiima House. He was displaced from CMI by Henry Tumukunde's 'clean up' and ended at the National institute for Indoctrination in Kyamkwanzi. In 2017 Museveni appointed him Commissioner of Patriotic Clubs under the Office of the President.

Around January 2019, two whistle-blowers, Clinton Mushega, a member of the Council for Inter-University NRM Chapters, and Didas Victor Ngaya, a coordinator at the council, wrote to Museveni and the Inspector General of Government alerting them to the deep-seated corruption eating up the national Secretariat for Patriotism Clubs. In their dossier received by the IGG on January 11, 2019, the whistle-blowers accuse the secretariat head Brigadier Patrick Mwesigye of presiding over the misappropriation of secretariat funds, double accounting, nepotism and fictitious accountability, among others.

He is accused of replacing qualified people with individuals closely related to him. His son Castro Mwesigye is a data entrant and his relative Warrant Officer Two Richard Mugisha is the communication officer without following proper recruitment channels. He also gave his wife an official vehicle; a double- cabin Nissan registration number UG 1927C, which is serviced, fuelled and with a driver and escort, all paid for by the government.
He also included his wife on the secretariat payroll yet she is not a member of staff. Their written complaint attached documents showing that a person going by the names of Lulu Itipa was on August 12, 2017 paid Shs 720,000 to carry out patriotism training at Kampala International University Western Campus yet the very person had passed away in 2016.

The IGG’s office confirmed receiving the dossier. “We received the documents and they are still being reviewed to see what actions to take,” Munira Ali, the Inspectorate spokesperson said. The whistle-blowers further claimed that money is budgeted for at the secretariat but never gets paid to the rightful people. Secretariat people, the dossier says, are paid for activities they never carry out and patriotism instructors are paid less than the budgeted amounts.

It adds that some schools even pay for patriotism training but secretariat officials go ahead and claim money for the paid activities. The dossier singles out a scheduled training of about 700 students of Hoima School of Clinical Officers. The school allegedly cleared all the expenses but secretariat people in their accountability claimed they paid for everything. They attached to the dossier supporting documents from the Auditor General’s Office querying some accountability from the secretariat where money was spent without documents such as receipts to support the expenditures. Ever since the secretariat was created in 2010, almost Shs 10bn has been appropriated to it. However, according to a letter from the Auditor General’s Office, there has not been any impact assessment done to see whether there has been value for money.

Therefore, the so called Patriotism Clubs is another fake venue created not only to enhance political indoctrination amongst young students but also as a conduit for swindling of public resources. The scheme is also designed to fit into Museveni's design of having his son inherit the presidency.
