OF 'OBOTE' GRILLING GEN TUMWINE AND SECURITY CAMERAS
CAPTURING THE SECURITY MINISTER
CHANGE OF GUARDS - Gen. Tumwine is Museveni's top confidant in his military
dictatorship. As a junior army officer,
deserted the post Amin army (UNLA) and conspired with Museveni and 27 others to
launch his sectarian rebellion against the one-month old legitimate government
of Milton Obote. Being naturally dense
in terms of military skills, he compromised the first attack on Kabamba
Barracks when he unreasonably panicked and prematurely shot the Tanzanian guard
thus jeopardizing the entire plan of attack.
Had not been a member of Museveni's preferred Hima ethnic group,
Museveni would have subjected him to severe punishment. On the contrary, a short while later,
Museveni elevated him to the position of Army Commander of the entire NRA
following the mysterious deaths of his predecessors - Sseguya and Magara.
Even as overall Army Chief, Tumwine was not active in battle
planning and execution. Instead, it was
the likes of Saleh, Rigveda, Pecos, Kyaligo za, Mugume, Chihandae, Ssejusa,
Kashilingi and Mande to mention but a few who featured prominently in serious
military operations. The only time
Tumwine featured was when he led the troops from Luwero with the objective of
attacking Kabamba barracks for the second time. Because of his poor leadership skills, the
mission flopped before even reaching the objective and was called off. The troops under his command became so indiscipline
that some were punished with 50 lashes thus the failure came to be known as
Safari 50. When his right eye was
injured, he had the privilege of being treated abroad - a rare opportunity he
shared with only Henry Tumukunde while thousands were left to rot away in the
bush. That is how he doesnt feature in
the serious battles for the control of Western region a d the final assault on
Kampala. The fighters did not miss him
since Rwigyema, Saleh and others had always overshadowed his topmost command
position. However, Museveni had retained
him as Army Chief while Rwigyema was the Deputy Army Chief and Saleh was the
Commander of the Mobile Brigade.

After the fall of Kampala, Tumwine resumed his position as
Army Chief but his position was overshadowed by the likes of Saleh and Rwigyema
who were popular active with troops.
Three years later, be was replaced by Saleh. Apart from remaining a member of the NRC
(legislature), NRA High Command and Army Council, Tumwine was never to return
to active military service to this date. His military career went into Limbo
and it was out of such frustration that in the early 1990s he conspired with
Ssejusa to reinstate the Ankole King and Museveni never forgave him for
that. However, as the political terrain
changed against Museveni's designs, he sought for the services of the stooge in
Tumwine. First, he put him in charge of
External Security (ESO) - a position that was insignificant at the time. The fallout with Rwanda coupled by the
aftermath of the 2001 rigged elections worsened the political terrain against
Museveni. Tumwine was at hand as
Chairman of the parallel General Court Martial hose sole mandate was to
suppress political dissent. Tumwine's
military court was the curtain riser for the army's incursion into civilian
policing. From handling civilian victims
of the brutal and inhuman Operation Wembly to victims of Dr. Besigye's alleged
PRA rebellion, Tumwine proved to be a crocodile.
As a permanent Army representative in Parliament and the
longest serving legislator (33 years), his current position as Minister of
Security is not for managing of national security but a strategy for him to
whip both regime and opposition legislators into submission to Mus eve’s grant
evil plan against the institution of Parliament. In the hope of being appointed to ministerial
positions, legislators are lured by Tumwine into blindly supporting controversial
regime-initiated bills and motions. He
is a scarecrow to the opposing legislators in their efforts to remain
independent and resolute. Gen. Tumwine
is a symbol of Museveni's grand plan of making Ugandans to worship members of
the security forces as the Alfa and Omega of in the management of public
affairs. This is what a member of the
Rules Committee, Hon. Macho alluded to when he warned collogues that "a
military General has the powers to do whatever he wishes." It is the same
regard that on top of his past clashes with Speaker, Hon. Kadaga, and some
fellow legislators, that last week he became a subject of public debate over
his derogatory remarks against the institution of Parliament and Speaker Kadaga
in particular.
His deamining conduct before Parliament's Rule's Committee shouldn’t
be a surprise to any right thinking Ugandan who is well versed with the
characteristics of Museveni's military dictatorship. As the Minister of Security, he obviously
tampered with the CCTV camera footages that captured his physical attack on
Hon. Cecilia Ogwal. It is no surprise
because those CCTV cameras were not designed to monitor regime cohorts but
opposition M.Ps, activists and the office of the Speaker. Otherwise, why would any serious Ugandan
expect the regime's CCTV camera's to capture footages that incriminate the
Security Minister in Gen. Tumwine. He
regards himself as the Museveni regime's version of the powerful Obote II
regime's version of the powerful Security Minister, Chris Rwakasisi. Moreover,
unlike Rwakasisi who was not from Obote's tribe, Tumwine is from Museveni's
backyard. He is a military General in a
military editorship. In fact, for Gen.
Tumwine, it is ridiculous to compel him to appear before a Rules Committee and
be grilled by its Chairman, Hon. Obote.
During the Bush War where Tumwine lost his right eye, he was fighting
against Obote. Gen. Tumwine can’t
imagine that 33 years later, he is being grilled by the same 'Obote'. That’s why during the hearing he invokes the
sectarian Bush War memories and the 'sacrifices' thus why he opted to sing for
the committee one of the Bush War songs.
The Bottomline is that by deamining Parliament, Gen. Tumwine
is acting for and on behalf of Museveni whose grand design is to destroy the
institution of Parliament. On the
contrary, if Gen. Tumwine respected the committee and Parliament in general, it
would set a bad precedent whereby next time it will the Army, Police, SFC and
Intelligence chiefs to be grilled by Parliament. It is the same regard that Gen. Kyaligonza
refused to appear before courts of law.
Therefore, from the aforementioned, it can be authoritatively argued
that Ugandans shouldnt expect much from the ongoing Gen. Tumwine saga.
