CHANGE OF GUARDS - This week Ugandans were once again treated to another spectacular drama depicting the powerful individuals who act with impunity. A one Benard Tamwesigire humiliatingly belittled the Minister of Finance, Matia Kasaija in front of cameras. This was during a parliamentary committee hearing over the Departed Asians Property Custodian Board (DAPCB). Tamwesigire was appearing before the committee in his capacity as a former Executive Secretary (2009 - 2017) of the DAPCB which falls under the Ministry of Finance.
Benard Tamwesigire joined the army around late 1980s and went on to serve under the Special Investigations Bureau (SIB) - the criminal investigations department of the army that was then under Military Police. In the late 1990s, he attended a one year Diploma in Law course at the Law Development centre (LDC). After the law course, he somehow got close to the then chaotic Army Chief of Staff, Gen. Kazini. Tamwesigire became one of Gen. Kazini's most feared agents of reign of terror within the army. Tamwesigire was so fiercely strong that even most senior army officers feared him. Many of his victims of witch hunt miserably had their military careers destroyed.
In the process, Tamwesigire managed to accumulate some cash wealth. He even proceeded to Makerere University for a Bachelor of Laws (LLB) degree before being promoted to the rank of Captain. Following the death of his god father, Gen. Kazini, Tamwesigire was adopted by State House and that is how he ended up at the DAPCB as its Executive Secretary. It is not even very clear if he retired from the army. However, his interest in departed Asians' property can be traced to one such house on Plot 16 Old Kampala Road just below the police station that he and the former Director of Crime Intelligence, Col. Ndahura Atwooki illegally sold off. It took the rightful owner, a one Aneez Jafer who also owns Fairway Hotel, eight years to use Military Police to evict the two notoriously powerful regime cohorts who had been threatening Jafer.
His seemingly personal differences with Minister, Matia Kasaija stem from the fact that as the Board Chairman of the DAPCB Kasaija had sacked Tamwesigire over alleged "threatening of fellow employees." Earlier, Tamwesigire who had wanted to contest against Minister Elioda Tumwesigye for the parliamentary seat, accused Minister Kasaija of deliberately frustrating Tumwesigye's clearance from public service in time for effective campaigns.
Therefore, Tamwesigire's irrational conduct both in private and public can be traced to his having been a top agent of Gen. Kazini's reign of terror in the army among Tamwesigire's other escapades.
