When Museveni took power in 1986 he assumed executive powers by way of a proclamation dubbed Legal Notice No. 1 of 1986. He banned all political party activities and every citizen was assumed to belong to his National Resistance Movement (NRM). He declared a four year interim period that was supposed to end in January 1990. He put in place an Constitutional Commission responsible to gatherings views for a new constitution. He dissolved Parliament and instead replaced it with his 38 member National Resistance Council (NRC) that was comprised of his Bush War civilian and military cadres. He assumed the position of Speaker of the NRC by virtue of his being it's Chairman. He appointed a 33 man cabinet from outside the NRC and for obvious reasons it was mainly comprised of DP/Baganda. The said NRC rarely met during the first year and it played an insignificant role in giving direction to issues of governance. In April 1987 Museveni decreed the inclusion of all the cabinet Ministers and their deputies into the expanded NRC. Museveni remained the Speaker with Moses Kigongo as his Deputy Speaker for the now 70+ member NRC. With the banning of political party activities, the NRC remained a Museveni ruberstamp and irrelevant in most cases in as far as governance was concerned.
In a surprise move, in February 1989 Museveni decreed an expansion of his NRC by way of membership elected by his Resistance Councils in their respective counties, municipalities and city divisions. In the same regard each district RC was to elect one woman representative to the NRC. There was no voter registration, candidates were prohibited from campaigning and not to show their party affiliation. The elections was to tactically take place three weeks after his said decree. The only qualification was for contesting was being a citizen but those who had served in the intelligence services under the Obote and Iddi Amin regimes were barred. The original and so-called Historical 38 members of NRC were appointed Election Supervisors. Museveni was to appoint another 20 members of his choice and another 10 members from the Army. There was to be 5 youth representatives and 3 for the workers.
At the close of the polls 14 Minister's and their deputies had lost but overall the mqjority were DP afflicted members. The following NRC members were elected and selected:

The elections for the Youth and Workers' representativea was not carried out until two years later simply because their constituencies we're not clearly defined. During the same month, he decreed the creation of the NRM National Executive Committee (NEC) as the standing committee of the NRC. It was comprised of all the 38 historical members of NRC, one elected member for each district and ten members appointed by Museveni from among the members of NRC. Its mandate was to determine the policies and political direction of the NRM and to monitor and oversee the general performance of government.

The size of his Cabinet had grown from 33 in 1986 to 72 in 1986. In April 1999 he decreed all cabinet Ministers and their Deputies to be automatically members of NRC. With the NRC duly constituted, Museveni continued with his role as it's Speaker and deputized by Moses Kigongo. In October 1989 he rushed the NRC through a marathon one week motion in his NRC that extended the initial NRM interim period that was supposed to end in January 1990 to another five years. The reason was that the extension was to give the new constitution making process ample time. Membersenied consultation with their constituents. The NRC members for Kampala Central Waswa Ziritwaula to signed from NRC in protest. Nonetheless, Museveni had his day and the next interim period was to end in 1995. Museveni continued to hold the office of Speaker of 5th Parliment until after the 1996 elections when James Waphakhabulo became the Speaker of the 6th Parliament.
