Uganda's military dictator has always thrived on holding the West at ransom by posturing as its regional ally on the global war against terrorism. In order to divert the West's attention from his sham electoral process, his propaganda machinery has set out a sustained campaign of disinformation over hoax terror related incidents. First, on the eve of the February 14, 2021 sham presidential polls, it was reported that ISIS had carried out an attack in the eastern DRC close to the border with Uganda. The misinformation went further to allege that a week earlier, his army had captured a female rebel ADF operative in the Rwenzori region before foiling an attack.
A week after the polls, his propaganda machinery reported that his permanently deployed army in Somalia had attacked Al-Shabab hideouts and killed 189 insurgents. This information is being propelled by only a section of local media with no hint by any credible international media. This concoction was in response to the USA announcing that it was withdrawing from the Somali peace keeping mission. As if that was not enough, this week, he ordered his International Crimes Division of the High Court to pretend to be commencing the trial of the alleged ADF leader, Jamil Mukulu who was deported from Tanzania around mid 2015. Why couldn't Mukulu's trial commence in the last six years!!! Since 2007, Museveni has deployed the highest number of troops for peacekeeping in Somalia under AMISOM. The mission has been a major source of foreign exchange for the regime. This is not to mention the budgetary support, military logistical back up and training and improved diplomatic relations. In 2017, the UN Resolution No. 2372 required foreign troops to withdraw from Somalia in a phased manner. In March 2019. Museveni vehemently protested and threatened to withdraw his troops at once. This was his usual blackmail. The USA is withdrawing its 700 troops that have been stationed in Mogadishu city, at Kisimayo Port and at Baledohle Airbase from where it has been providing logistical, equipment and training support to AMISOM.
Therefore, by concocting terrorism related incidents, Museveni is desperately trying to recapture sympathy from the Western world which has maintained pressure over his sham electoral process and the state violence against the opposition and innocent civilians. On the other hand, one can't rule out the possibility of his preparing a ground for a major stage-managed terror attack in Uganda that will not only help rally the support of the West but will provide justification for his grand clampdown on domestic political opposition. Since only two heads of state (Burundi and Tanzania) sent him congratulatory messages upon his re-election, such a stage-managed terror attack would attract worldwide sympathy, condolence messages and pledges of support in defeating terrorism.
