Uganda's military dictator makes appointments to government offices based on sectarian considerations. Since time immemorial, the position of his Vice President (VP) has always been filled by religious, ethnic and, to a lesser extent, gender considerations. Museveni being a Westerner and an Anglican, he has always attempted to either appease or dupe the Catholics with the position of Vice President. He has also repeatedly used the same position to dupe the Baganda. At one time when he wanted to dupe the world over affirmative action, he appointed Speciaza Kazibwe as VP. However, he is always cautious of picking someone who has personal political ambitions as was the case with Gilbert Bukenya. Museveni's current politically dormant VP, Edward Ssekandi, was the right choice but Museveni intends to scapegoat Ssekandi for the recent loss at the polls in the Buganda region. Museveni, therefore, intends to drop Ssekandi and that is why Museveni didn't rig for Ssekandi during the recent Parliamentary polls. Therefore, Ssekandi will be replaced by a much younger person from either the Northern, West Nile or north Eastern region. This is because, since the majority of his ordinary soldiers and police hail from those regions, he needs to dupe them further.
Despite the recent humiliating rejection in politically strategic Buganda, Museveni is not yet done. He will obviously scapegoat his party secretariat for the loss he suffered in Buganda and Busoga. To reclaim Buganda's support through massive political mobilisation, he will appoint a youthful Muganda and most likely a Muslim as his party's Secretary General. Obviously, the NRM Secretariat was sidelined in favor of a parallel team based at Kyambogo and the likes of the so-called State House Mobilisers like Barlam Barugahare and company. The figurehead Secretary General, Kasule Lumumba and her team who have instead been chasing the wind resorted to swindling the scarce resources. It's for the same reason that once a strong opposition activist under PAFO, Kasule Lumumba has recently adopted to publicly expressing her displeasure at the regime’s mismanagement of public affairs. She has also dropped her hardline stance and instead fine tuned her tone. In dropping her, Museveni will use the accusation of misuse of resources. Kasule Lumumba replaced the politically ambitious Amama Mbabazi who was accused of using the position to build his own power base. In the extreme, Museveni would retire and appoint Gen. Kalekyezi as Secretary General if he was not more politically ambitious than Amama Mbabazi. Remember, Museveni's every political maneuver is guided by the Muhoozi Project (inheritance of the presidency by his son).
