UGANDA: Museveni's RDCs that man land grabbing prone districts


MUSEVENI'S RDCs THAT MAN THE LAND GRABBING PRONE DISTRICTS

In his scheme to ease land grabbing, Museveni systematically deploys specific Resident District Commissioners (RDCs), District Land Officers, District Forestry Officers, District Police Commanders and District Environment Officers to target districts.

In the recent reshuffle of RDCs, the following regime cadres were posted to the land grabbing prone districts as follows:

1. Asiimwe. - Buliisa
2. Ruth Kashaka. - Gomba
3. Mugume. - Kakumiro
4. Kisembo S. - Hoima
5. Asiimwe S. - Kabarole
6. Rutereraho. - Kagadi
7. Tukakirwa C. - Kalungu
8. Musinguzi. - Kanwenge
9. Kaboyo D. - Kyemkwanzi
10. Kawamara. - Kyegegwa
11. Bwebale. - Kyenjojo
12 Nyakwera. - Mubende
13. Byabashaija. - Mpigi
14. Nyakahuma. - Masindi
15. Bamwine. - Mukono
16. Nayebare. - Nakaseke
17 Muganga. - Nakasongola
18. Busingye. - Ssembabule

Deputy RDCs
1. Kagambi. - Kiboga
2. Nzairwe. - Kyankwanzi
3. Ankunda. - Kyegegwa
4. Kahonaho. - Kyenjojo
5. Kagaiga. - Luwero
6. Ahaikundira. - Nakaseke
7. Mbabazi. - Kasangati

Usually such strategically placed RDCs are supposed to use their positions as Chairpersons of District Security Committee to suppress and subdue any form of agitation and resistance by victims of land grabbing. The District Police Commander comes in hand to supplement the RDC while protecting the land grabber. The District Lands officer helps legalize the grabbed land while the District Forestry Officer and Environment officers turn a blind eye on encroachment and degradation of wetlands, water sources, and lakes.
