MARIJUANA GROWING - MUSEVENI'S NEWFOUND DESTRUCTIVE TOOL
CHANGE OF GUARDS - Ever since Museveni took over power 33 years ago, he has been busy destroying the social, economic and political cohesion of Uganda. Consequently, Ugandans are more divided along religious and ethnic lines, more than ever before. Regionalism is threatening to tear the country apart. Economic destruction has led to abject poverty that is giving rise to classes - the haves and have nots. The systematic destruction of the once flourishing education system is seriously impacting the country's human resource. Commercialisation and militarisation of politics has led to those holding the gun taking hostage those without the gun. Vital government structures like the legislature and the judiciary are under the threat of being extinct.
Majority of unemployed and to some extent unemployable urban youth are the greatest threat to Museveni's scheme of having his son succeed his presidency. That is why the youthful legislator, Hon. Bobi Wine who is eyeing the presidency is facing the wrath of the regime's repressive machinery. Since colonial days, the growing and smoking of marijuana is strictly prohibited. Strict legislation to deal with marijuana have remained active. The youth have been affected by marijuana smoking to the extent that it is a national threat. Use of narcotics accounts for a big percentage of mental cases at the national mental hospital let alone the surge in violent crime.
Uganda is a signatory to various regional and international conventions and protocols on the fight against narcotics. The 2015 Narcotic Drugs Act allows cultivation, production and export of 'medical' marijuana. A total of 20 bidders are scrambling for licences to invest in marijuana growing. Already, Industrial Hemp (U) Ltd is growing and exporting hemp from its $360m investment in Kasese. Museveni set up a five member cabinet team to study health benefits of 'medical' marijuana and the financial benefits.
Already, unregulated alcoholism is a big social and economic threat. With this lack of capacity to regulate the production and consumption of marijuana, the country's youth population is headed for disaster. Some gullible Ugandans are looking at this development from the angle of 'greed for money'. However, behind the scenes, Museveni is aiming at deminstfying marijuana smoking as a weapon of destruction of the majority youth and future generations.
